Description of problem:

Scenario: A user tries to migrate / resize an instance through horizon dashboard. It it accepted at first (shown on the dashboard), but due to some internal errors (ssh key verification / Unable to resize disk down.), the operation is not completed. This is not shown to the user. Hence the user is not aware whether the operation got succeeded / failed.

Steps to Reproduce:
1. Try to resize an instance which is going to fail. It will be accepted at the beginning, but no error / message is shown if the operation fails. 


Actual results:
No error / message shown if resize fails

Expected results:
Some error / message should be displayed on the dashboard that the resize failed.
