Description of problem:

Editing a service dialog with many elements and sections dragging and dropping new element type requires scrolling down window and picture of new element type does not move with scroll.  The drag / drop does work if you ignore the image of the element type and follow the mouse cursor.  Will provide video sample.  Perhaps the element types should not scroll?
