Systemd-journald and rsyslog: journald  configuration

Describe the issue: 
MaxRetentionSec=5s is too low, according to systemd engineers.

Suggestions for improvement:
Should use higher. Systemd engineers suggest a value around 30 secs.
Additional perf testing is suggested though.
