Description of problem:

applying bulk subscription to content hosts from different/same contract Id doesn't work and assign two subscriptions to one content hosts

satellite 6.3.0 25.0

How reproducible:

Always

Steps to Reproduce:

1. Have the same subscription added to satellite manifest twice but first having quantity 2 and second having quantity 4
Customer portal add 2 quantity --> refresh manifest
customer portal add 4 quantity --> refresh manifest


2. Select 3 Virtual content hosts use Bulk action --> Manage subscriptions and select both subscriptions --> Add selected --> task will fail for one host.

Actual results:

Compare all the three content hosts and will see that two content hosts got two subscriptions attached and one content hosts got one subscription attached

Expected results:

Each content host should attach just one subscription.

Yes, this is expected behavior.  This bulk apply is not working like an activation key, its telling it to apply whatever subs you selected to all selected hosts.

The user may want to look at bulk-auto attach instead.
