Description of problem:
There are option to tag tenants with max Quota tag in configuration, setting quota by tagging from there, quota is not honored while provisioning VMs.
As far as I know, Tenant quota is only applicable via enforcement, but if there are option to set tag for quota, either it should be supported or the options should be removed to tag with max quotas.

Steps to Reproduce:
1.Configuration -> Tag a Tenant (My company for example) with Max quota
2.Provision a VM with over the quota limits
3.

Actual results:
Quota not honored

Expected results:
Either tagging should be removed, or quota should be supported.
