Description of problem:
Mistral overcloud environment file is not saved in swift so we first need to export the overcloud mistral environment definition and then upload it back to mistral if we need to change a password.   If we do it this way, we then hit this bug [1].

Can't find the overcloud environment file used to create the mistral environment in swift
