Description of problem:
when running VM power option "Restart Guest", 
and monitoring the task on CFME,
it ends up successful, regardless to whether the Restart actually succeeded.

How reproducible:

Expected results:
CFME task should fail, if Guest restart fail.

The reboot is initiated over REST API the same way as any other action. The end result of this action is "Up" VM so it is indeed not easy to distinguish, but that would be quite an RFE to cover the specific behavior (RebootInProgress, possible unsuccessful reboot, cold vs soft reboots, etc)
I wouldn't think it's worth investing into it separately from other VM operations, and I'm not sure we want the detailed states like PoweringDown,WaitForLaunch and such
