Description of problem:
If the user tries to edit a role (by clicking the pencil icon on the role) and there are currently 0 nodes assigned to that role, the dialog lists no properties and the user sees this message:

There are currently no parameters to configure in this section.

The message is misleading, the user can't guess that it is first needed to assign at least 1 node. Please add more information to the message.

1. Click on a pencil icon in one of the roles that still has 0 nodes assigned to it.

This was fixed in heat, need to find the patch where it was fixed to put this in POST.

Fixed by That patch allows to show role parameters even though the count is set to 0.

This has changed enough to not be needing this feature.
