Description of problem:
while clicking on the refresh button in the services view (but also in other hierachical views), only the right part of the page is refreshed, the tree view is unchanged and dont show any new items nor move nor renaming...

How reproducible:
every time

Steps to Reproduce:
1. open the service view
2. open a service => the service is visible in the active service branch
3. retire the service
4. after a moment, the service is retired, click on the refresh button (not the browser refresh button)


Actual results:
the service is still visible in the active service branch

Expected results:
the service must be moved to the retired service branch

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.

Its been like this forever, there are some older BZs that have been closed on it.
