Description of problem:

When a user is on a particular page and happens to click on the same page to go to, there is no refresh, and the scroll down is still seen. 
Ideally, when a user doesn't realize she's on the same page, clicking on that page in the scroll down should refresh that particular page and the scroll down option should go away.

No refresh seen when user wants to navigate to the same page from the scroll down options 
The scroll down options don't  disappear when user navigates to the same page


Expected results:

Refreshing a page when user navigates to the current from the scroll down option

Scroll down options should disappear when the user has chosen a screen she's currently on.
