Description of problem:
The upgrade resets the contents of /var/www/openstack-tripleo-ui/dist/tripleo_ui_config.js back to defaults. This might be harmless on most bare metal installations, where the defaults are correct, but in some cases could make the GUI unreachable.

Steps to Reproduce:
1. Install OSP11 and configure /var/www/openstack-tripleo-ui/dist/tripleo_ui_config.js
2. Upgrade the undercloud
3. Check the contents of /var/www/openstack-tripleo-ui/dist/tripleo_ui_config.js


Actual results:
Contents reset to defaults ...


Expected results:
User changes should be preserved. Maybe this file was supposed to be in /etc ?


Additional info:
In virtualized setups you typically need to edit this file. It configures the service endpoints that the GUI will use, and you want those endpoints to be the host and not the VM.
