Looking into RHVH, it is very challenging to access HE VM console if it is running on RHVH host.
It requires this KCS: https://access.redhat.com/solutions/2221461

However, if remote-viewer package was already installed with ha packages installation, it would be possible to access the console of HE VM easily from another linux box with X capabilities simply by using the flow:
# ssh -X root@rhvh
# hosted-engine --console

Experimentally, on a CentOS system, this includes an addition 27 packages and ~24MB (installed, less compressed, though I'm not sure how much)

Marina I'm going to close this won't fix.
We had remote-viewer as dependency in the past and we dropped it with bug #1333449.
The --console option for self-hosted engine now provides access to the serial console instead of calling virt-viewer.
