Description of problem:
Cannot reinstall packages installed from a local directory (from command line).
I installed the pulseaudio-11.1-2.fc26.x86_64 package from the local rpm file. Now I want to replace this package with the original one from the fedora repo and I cannot do it.

How reproducible:

Steps to Reproduce:
1. Download a source rpm
2. Build an rpm from source
3. Install an rpm from a local directory:
   $ sudo dnf reinstall \
4. Try to reinstall this package from fedora repos:
   $ sudo dnf reinstall pulseaudio

Actual results:
$ sudo dnf reinstall pulseaudio
Last metadata expiration check: 0:22:36 ago on Thu 16 Nov 2017 10:45:22 AM CET.
Installed package pulseaudio-11.1-2.fc26.x86_64 (from @commandline) not available.
Error: No packages marked for reinstall.

Expected results:
Packages installed from a local directory can be reinstalled from fedora repos.
