Description of problem:
Web UI was failing to authenticate after the upgrade.  After testing for the known issues for the web UI to fail after the upgrade with the error "HTTP Error 404 - Cannot connect to the server, please check API accessibility (certificate, API, proxy, etc)"

After troubleshooting found out /var/lib/ipa-client/pki/ was empty.

Version-Release number of selected component (if applicable):
ipa-server-4.5.0-21.el7_4.1.2

How reproducible:
Just once

Steps to Reproduce:
1. ipa-server-upgrade
2. access the web UI

Actual results:
Web UI failed with above error 

[root@server pki]# ll /var/lib/ipa-client/pki/
total 0

Expected results:
[root@server pki]# ll /var/lib/ipa-client/pki/
total 8
-r--r--r--. 1 root root 1325 Aug 22 15:32 ca-bundle.pem
-r--r--r--. 1 root root 1325 Aug 22 15:32 kdc-ca-bundle.pem


Additional info:

Found out that /etc/ipa/ca.crt was the same as /var/lib/ipa-client/pki/kdc-ca-bundle.pem and /var/lib/ipa-client/pki/ca-bundle.pem, by doing a diff on them.

Did the following and was able to successfully login to the GUI.

 # cp /etc/ipa/ca.crt /var/lib/ipa-client/pki/kdc-ca-bundle.pem

 # cp /etc/ipa/ca.crt /var/lib/ipa-client/pki/ca-bundle.pem

 # chown root:root /var/lib/ipa-client/pki/*

 # chmod 444 /var/lib/ipa-client/pki/*

I was not able to reproduce the issue when upgrading from rhel 7.3 to rhel 7.4.
The upgrade properly creates the /var/lib/ipa-client/pki/* files.
