2. Why do you need this feature? (List the business requirements here)
Business Case:
Is it possible to add a new NSS that reads something like ~/.hosts for user-specific host aliases?

3. How does the presence/absence of this feature benefits/impacts your Business/project operation? If so, Kindly provide a justification regarding the benefits/impact which is important for filing.
Use Case:
- a web developer wants to override the resolution of a hostname to test a specific node in a round-robin cluster.
- an IOT developer has a pile of devices with IPs that may change depending on test conditions.

4. How would you like to achieve this? (List the functional requirements)
Technical requirements:
Sysadmin select-able module for /etc/nsswitch.conf to add userhomehosts (or something) or extend $HOSTALIAS to permit resolution of IP addresses.

5. How quickly does this need to be resolved for you?
I'd be interested in seeing this in RHEL 7

Already supported via HOSTALIASES.  However, that feature may be deprecated in the future.
