On Centos 7. Hided icons.

Description of problem:

Some icons located on Desktop are partly hided under the Desktop panel in certain condition.

Version-Release number of selected component (if applicable):
xfce4-panel 4.12.1-4.el7

Steps to Reproduce:
- Right-click Desktop panel; Panel → Panel Preferences….
- Select panel from available panel list that command upper panel (by default it is Panel 1).
- Select Display tab.
- At function Automatically hide the panel, change option from Never to
Intelligently.
- Close the window settings

Actual results:
As a result of selecting the Intelligently option, icons on the desktop moved up slightly towards the top of the screen, so that icons that located directly under the desktop panel are now partly hided by the desktop panel.

Expected results:
To be displayed identically as when option is set to Never.

Additional info: 
On Centos 7.4.1708 x86_64

This is not specific to Centos 7. You can see the same behavior in Fedora also. I suspect this is how it is intended to work.

Issue alive all the way from v. 26 to v. 28 beta. A behaviour it is, and a result it is. Has xfce any expectation regarding the way they would like users to consider such a result?

The icons on the desktop are intended to move up slightly towards the top of the screen, a reverse effect is coherent when pointing the pointer towards the top of the screen. Time wasted anyway.

That would mean that for instance Red Hat, which acts as Fedora's main sponsor,  has currently no mean to be aware of issues sent to maintainers which are currently listed in its packages database?

I am not sure what you mean here. EPEL is not RHEL. EPEL is maintained by community volunteers, theres no SLA or anything. That said we want to help you out and get things working for you, but if you file the upstream bug, upstream can talk direct to you and hopefully solve it and we can pick up the fix for you. 

Anyhow, lets see what upstream says.
