For newer versions of Ansible to override the Extra Vars and Limit
the Job Template should have the "Prompt on Launch" option enabled for Extra Vars as well as the Limit field.

There is no fix, just a documentation change. Ansible 3.x has a new configuration option which should be enabled for each job template where the limit and extra vars have to be overridden.
I wanted to close this as NOTABUG but had to move it to documentation.
