Hosted mode appears to be getting bitten by the following Quartz bug:
https://github.com/quartz-scheduler/quartz/issues/145

A PR has been in the queue for some time, but there's no action on getting it merged.

In hosted, certain jobs are getting stuck in the Blocked state and will no longer run. The workaround sited in the quartz issue seems to allow hosted to start functioning again. 

This RFE is to see if there is a way using the existing Quartz API that we can get these jobs out of this state without having to manually update the state in the quartz tables to get them going.
