Description of problem:
Trying to provision Instance on the Openstack Errors out with "Invalid flavorRef provided"

Version-Release number of selected component (if applicable):

How reproducible:
Believe 100%

Steps to Reproduce:
1.Add Openstack cloud provider 
2.Provision instance
3.Watch fate of Request

Actual results:
Fails with 
:body          => "{\"badRequest\": {\"message\": \"Invalid flavorRef provided.\", \"code\": 400}}"

Expected results:
Should not fail

Hi, OSP7 is too old and it is not supported by CF 4.6/5.9.

Could you test it on supported OSP version (>=9)?
