Description of problem:

-This is currently only effecting Windows 8.1, Server 2012R2, and Sever 2016 as far as we know.
	This excludes Windows 7, 10

-Restarting does not cause any issues.

-VMs become plagued with issues once RHV-tools 4.0-7 is installed

-Cloning our template Windows VM and installing 4.0-7 works.

-Installing 4.0-6 works as expected
	Upgrading 4.0-6 to 4.0-7 will break the VM as described.

-Once 4.0-7 is installed it cannot be removed
	Attempted removing in safe mode on the VM. This appears to work, but qemu-ga, spice-agent, and drivers remain.
	After uninstalling in safe mode, rebooting and attempting to install 4.0-6 will cause it to just hang.
