Description of problem:
When Stopping EAP Domain controller, it's State is changed to showing as "Unknown", but it used to show as "Down", it is regression.

How reproducible:

Steps to Reproduce:
1. Check running Domain State, in is shown as "Running".
2. Stop EAP Domain.
3. Check Domain State, it is shown as "Unknown"
But it should be "Stopped" or "Down" as it was in DR1 release.

Actual results:
Stopped Domain State is "Unknown"

Expected results:
It should be "Stopped" or "Down"

I'm confused now. The behavior of this bug is following for me:

1. Open Domain which has state "Running"
2. Click "Shutdown domain" + confirm
3. A notification saying operation completed successfully shows up
4. Refresh Domain page - the state is still "Running"
5. Do a provider refresh
6. Domain says the state is "Stopped"

I've also noticed there's only the Shutdown operation for domain available. Is it the expected behavior? Shouldn't we be supporting also other operations?

And what is the expected behavior on this bug? The state should be updated at the moment operation finished or "after a refresh" is fine?

Verified on revision

When refreshing the provider after few minutes, the domain state is changed to "Stopped".
