Per upstream bug,

"I'm submitting this patch because I have encountered problems with dracut 
being able to include anything but flat themes. Some themes such as "plymouth-
theme-breeze" contain directories with images (in this case ./images) and I 
believe the script scripts/ should handle this 
better, as well as the dracut-only script `modules.d/50plymouth/plymouth-` for which I will be contacting that project separately."

If upstream doesn't react in some reasonable time-frame, and there's no downstream objection, I'll plan on including a form of the proposed patch into fedora's plymouth packaging soon.

The fix for this has landed upstream in plymouth-0.9.4 and F29+ has plymouth-0.9.4 in the updates repo now, closing.
