Description of problem:
Hi,

Please generate a large warning message and prompt for confirmation if a scale-down is about to be triggered. Users will sometimes run outdated deployment scripts / commands, or they simply take the wrong counts of their nodes. The last thing we want is to simply scale down users' compute nodes without that they explicitly confirm that X nodes (ideally: that nodes with UUIDs xyz and abc and ... ) are going to be removed.

Reassigning the the DFG:UI team because the generation of a message/prompt in the CLI and GUI does not require any API changes.
