Description of problem:
When trying to enable already enabled plugin the following message is shown: "Enabled agent plugins: []". In the same way, when disabling already disabled plugin message is: "Disabled agent pluings: []". These messages should be changed into something like: "Plugin [name-of-the-plugin] is already enabled/disabled".

Steps to Reproduce:
1. Navigate to RHQ UI -> Administration -> Agent Plugins;
2. Select one plugin and try to enable it (if it is already enabled) or to disable it (if it's already disabled);
3.

Actual results:
One of the messages: "Enabled agent plugings: []" or "Disabled agent plugins: []" will be shown


Expected results:
More meaningful message is shown like: "Plugin [name-of-the-plugin] is already disabled/enabled"
