Description of problem:
Package "redhat-virtualization-host-image-update" is not signed after upgrade.

# rpm -qa --qf '%{name}-%{version}-%{release}.%{arch} (%{SIGPGP:pgpsig})\n' | grep -v "Key ID"
redhat-virtualization-host-image-update-4.0-20160811.0.el7_2.noarch ((none))

How reproducible:

Steps to Reproduce:
1. Install RHVH with old version (rhvh-4.0-0.20160810.0)
2. Upgrade it to the latest version (rhvh-4.0-0.20160811.0) 
3. Run command # rpm -qa --qf '%{name}-%{version}-%{release}.%{arch} (%{SIGPGP:pgpsig})\n' | grep -v "Key ID"

Actual results:
Package "redhat-virtualization-host-image-update" is not signed after upgrade.

Expected results:
All package are signed.

It will only be a signed package if it's getting released through th ET.

Please reopen if this is still the case after GA.

Test pass on GA build rhvh-4.0-0.20160817.0

Test version:

Test steps:
1. Install RHVH with old version (rhvh-4.0-0.20160810.1)
2. Register RHN, enable repo: rhel-7-server-rhvh-4-rpms
3. Upgrade to the latest version (rhvh-4.0-0.20160817.0) 
4. Reboot and login rhvh-4.0-0.20160817.0
5. Run command # rpm -qa --qf '%{name}-%{version}-%{release}.%{arch} (%{SIGPGP:pgpsig})\n' | grep -v "Key ID"

Test results:
All package are signed.
