Description of problem:
When following https://access.redhat.com/documentation/en/red-hat-openstack-platform/8/custom-block-storage-back-end-deployment-guide/custom-block-storage-back-end-deployment-guide the cinder.conf is not updated after the deployment is complete. This works as expected when the parameter is changed to 'controllerExtraConfig'.

How reproducible:
Every time in this deployment

Steps to Reproduce:
1. Use custom-env.yaml to configure a custom cinder backend.
2. Run the deployment

Actual results:
No change is made to cinder.conf

Expected results:
The scripted changes are made.

Additional info:
If 'ControllerExtraConfig' is changed to 'controllerExtraConfig' the change is made to cinder.conf. This is referenced in the upstream triplo documentaion http://tripleo.org/advanced_deployment/cinder_custom_backend.html and http://tripleo.org/advanced_deployment/node_config.html#making-configuration-changes
