Extra attributes can be merged into the clone_options hash.  See for more details.  Also, I updated the talk article with this comment.

It seems that a static IP address can not be configured through cloudinit on Amazon.  Amazon will only honor it if the address is sent in our clone options.

Also, I don't know exactly what the use case is for setting a static IP address in Amazon.  I would expect floating IPs to be used instead, so there may be conflicts that we need to be aware of.

This bug has been open for more than a year and is assigned to an older release of CloudForms. 
If you would like to keep this Bugzilla open and if the issue is still present in the latest version of the product, please file a new Bugzilla which will be added and assigned to the latest release of CloudForms.
