Description of problem:
Similar user prompt messages are displayed at two screen location.

Not Regression bug

Steps to Reproduce:
1. Install redhat-virtualization-host-4.0-20160727.1.x86_64 with kickstart file in attachment
2. Add host to RHVM, and setting up a vm with PXE boot.
3. Login cockpit website hostIP:9090 with root account
4. Select "Virtualization" panel, then go to "virtual machines" page
5. Log in engine with right account, and the vm status is shown in "VMs in cluster"
6. In "Running VMs", click "shutdown gracefully" item in life-cycle menu list
7. During VMs shutdown, click "Host to Maintenance" link under "Technical Preview" list
8. Confirm the "Set Host to Maintenance" window, then check the prompt message for the user.

Actual results:
Similar user prompt messages are displayed at two screen location.

Expected results:
The similar user prompt messages need be combined when setting host to maintenance failed.

Additional info:
In the prompt message "Engine not accessible" window, the message "Login to Engine not available" is wrong, from the " Technical Preview" list, "Logout from Engine" is displayed.
