Description of problem:

The salt option to specify salt from command line is missing:

[root@rhel7-1 ~]# ipa vault-mod --salt
Usage: ipa [global-options] vault-mod NAME [options]

ipa: error: no such option: --salt

Version-Release number of selected component (if applicable):

How reproducible:

Steps to Reproduce:
1.  install IPA server
2.  ipa vault-mod --salt

Actual results:
shown above

Expected results:
Should accept salt from command line like previous versions.

ipa: error: --salt option requires an argument

And to see it work:

[root@rhel7-5 yum.local.d]# ipa vault-add --type=symmetric testvault1 --password=1234
Added vault "testvault1"

[root@rhel7-5 yum.local.d]# ipa vault-mod testvault1 --salt VGVTdE5ld1NhbFQK --old-password=1234 --new-password=12345
Modified vault "testvault1"
