Description of problem:
undercloud upgrade fails 

Error: Package: python2-heatclient-1.1.0-1.el7.noarch (delorean-mitaka-testing)
           Requires: python-osc-lib
 You could try using --skip-broken to work around the problem
 You could try running: rpm -Va --nofiles --nodigest
Command '['sudo', 'yum', 'update', '-y']' returned non-zero exit status 1

Steps to Reproduce:
1. Install a Liberty openstack
2. upgrade de undercloud to mitaka
3. 

Actual results:
Upgrade fails

I think python2-heatclient-1.1.0-2.el7.noarch was promoted and the undercloud upgrade passed. This error is not happening anymore
