Description of problem:
old: docker-1.10.3-44.el7.x86_64
new: docker-1.10.3-46.el7.8.x86_64

# yum install docker
Loaded plugins: search-disabled-repos
Package matching docker-1.9.1-40.el7.x86_64 already installed. Checking for update.
Nothing to do

Seems yum don't think 46.el7.8 > 44.el7

Turned out to be that cdn stage did not show up the latest packages properly.
