Still reproducible at Fedora 24. 

Description of problem: 
sddm background setting ignored

Version-Release number of selected component (if applicable): 

Steps to Reproduce:
1) Start System Settings, select "Startup and Shutdown", "Login Screen (SDDM)".
2) Select Breeze theme.
3) Click image background icon and select "Load from file...".
4) Select an image, click "Apply", exit settings.
5) Logout or reboot: default background image shows instead.

Actual results:
Default background image is displayed.

Expected results:
Selected background image is displayed.

Nod, the "Background" UI here is (probably?) simply deprecated.

sddm is fully themable via qml, ie, if you want a different look (or background), create a custom theme that does what you want.

Probably best to punt this upstream (to kde) on that basis.
