PAM-module pam_usb (https://sourceforge.net/projects/pamusb/) checks each USB flash drive inserted into the computer for its compliance with the above requirements and, depending on the result, enables or disables a user account.

You may want to post to the devel list and see if anyone there wants to work on packaging it. 

It looks like https://github.com/aluzzardi/pam_usb may be the new upstream site.
