Description of problem:
When import a docker compose file into openshift from url, it will search file in local, not expected remote url

Version-Release number of selected component (if applicable):
openshift v3.3.0.4
kubernetes v1.3.0+57fb9ac
etcd 2.3.0+git

How reproducible:
Always

Steps to Reproduce:
1.Create a project
2.Import a docker compose file from url
 $ oc import docker-compose -f https://raw.githubusercontent.com/b00giZm/docker-compose-nodejs-examples/master/05-nginx-express-redis-nodemon/docker-compose.yml

Actual results:

can import a docker compose file into openshift from url
