Description of problem:
Try install wine on fresh system.

# dnf install wine
Last metadata expiration check: 0:21:33 ago on Tue Jul 12 20:18:36 2016.
Error: package wine-1.9.9-1.fc24.i686 requires /usr/bin/ntlm_auth, but none of the providers can be installed
(try to add '--allowerasing' to command line to replace conflicting packages)

The message you have provided shows that you are not on a network or have disabled the updates repository.

Wine version 1.9.12 is the current version in the updates repository. Please enable your network connection and/or the updates repository. This is not a wine or Fedora bug.
