Description of problem:

When booting from the QCI ISO, and selecting "Test this media and install
Red Hat Quickstart Cloud Installer", when it does go into the anaconda install 
it is not using a the kickstart file and the install is manual.

Steps to Reproduce:
1.  Boot from ISO
2.  Select "Test this media and install "Red Hat Quickstart Cloud Installer" 

Actual results:

Goes into manual anaconda installation.   You start with selecting your language.

Expected results:

It should go into the automated install (other than the setting of the password).

Unfortunately (or fortunately) I as using the wrong ISO.   I was using the boot ISO rather than the dvd1 ISO.
