Description of problem:
When creating a service dialog, there is no scroll bar in the elements pane.  If you create more than 25-30 elements or so the UI does not add a scroll bar so the elements scroll off the bottom of the page and are not selectable.

CloudForms 4.1 GA

How reproducible:
It is reproduced any time you create a service dialog with more than 25-30 elements.  (This is dependent on the size and resolution of your screen.  My screen is a 15" laptop screen)

Steps to Reproduce:
1. In the UI, Go to Automate->Customization
2. Service Dialogs -> All Dialogs -> Add a new Dialog
3. Add a new tab to the dialog
4. Add a new box to the tab
5. Add a new element several times - For example 30 check boxes 

Actual results:
Once you get to the bottom of the screen the UI moves up and there is no way to select the upper menu.  Once saved there is no way to scroll to the bottom of the elements list

Expected results:
A scroll bar should be generated so you can access these additional items 

Additional info:
A workaround would be to create additional boxes rather than having elements all in one big box
