Description of problem:
When I call scheduleScriptRun on 100 hosts, and fe. when rhncfg-actions package is missing on just one of them - it fails, script will not be submitted.

API error: redstone.xmlrpc.XmlRpcFault: redstone.xmlrpc.XmlRpcFault: Missing capability

Steps to Reproduce:
1. Register two hosts in SW
2. On one of them, remove rhncfg-actions package
3. Do rhn-sync-profile
4. schedule script run on both of them via API RPC call - it should fails


I think this is wrong.
Script should go on all other hosts - now, it just kills the API call and that's all.
