$ loadkeys -b br-abnt2 >br-abnt2.bmap
Couldn't get a file descriptor referring to the console

Running it as root works.

I have a Mageia 4 install (kdb 2.0.0) and there it is OK with a normal user account.

Can not update this box to F20 right now, but since the same base version is used (1.15) I do not know if it will make any difference.

Ordinary users are not allowed to change keymap, because it is considered to be a security problem. See [1].

You probably want to set the setuid permission bit on loadkeys, if you need to change keymap as ordinary user... See [2]. I don't know Mageia, but I believe they do it like that by default.
