If specified configuration file on command line via `--config` is missing, there is no error message to warn user. rhc just reads default configuration file or runs as if there is no configuration file.

> $ rhc app create app1 diy-0.1 mysql-5.1 mongodb-2.4 postgresql-8.4 cron-1.4 -p123 --config ./test.conf
> Application Options
> -------------------
> Domain:     mincho
> ...
> Run 'rhc show-app app1' for more details about your app.
> $ ls ./test.conf
> ls: cannot access ./test.conf: No such file or directory
