Description of problem:
hwcert does not always prompt to install missing packages

How reproducible:

Steps to Reproduce:
1. hwcert-backend clean (if required)
2. uninstall the dvd+rw-tools and/or xterm packages
3. hwcert
4. enter prompted information (it is not neccessary to setup a real submission with correct server names)
5. notice that you're prompted for missing packages before moving to the menu of tests.
6. quit, running more tests is not required
7. hwcert (again)
8. select a minimal set of tests from the menu, enter "run"

Actual results:
You are not prompted to install missing packages before testing starts, during the second execution of hwcert.

Actual results
When the test run is complete, hwcert will loop back to run any other tests.  before you get to the menu, you will be prompted to install missing packages (for the first time).

Expected results:
hwcert will always prompt for missing packages, including the beginning of follow-up runs.
