Describe the issue:
From, the document navigation dropdown is not available. If I click 'Next', the next page ( does show the navigation dropdown. 

Suggestions for improvement: Navigation dropdown should be shown on each page.

This is not a bug, but how Publican builds the HTML doc from Docbook XML. If you take a closer look, the dropdown menu is only available at the beginning of each chapter because each chapter has it's own TOC. It is not available from any section or sub-section of that chapter because sections don't have TOCs.

So when you clicked "Next" from Section 3.5, you went to Chapter 4, and that's why you see the dropdown navigation menu. If you went to the beginning of Chapter 3, you would see that menu as well -

You can lodge this bug against Publican to request this feature, but this is not related to just OpenShift docs.
