Description of problem:
node-install is looking for hiera.yaml in /etc/puppet. The hiera package we ship installs it in /etc

Version-Release number of selected component (if applicable):

How reproducible:

Steps to Reproduce:
1. Install Satellite 6
2. Run katello-installer
3. Run node-install

Actual results:
Notice in output that it does not find /etc/puppet/hiera.yaml

Expected results:
Should find hiera.yaml

Additional info:
rpm -ql hiera

Since this issue was entered in Red Hat Bugzilla, the release flag has been

This is an old bug, and seems to have been fixed.  No errors in the logs about /etc/puppet/hiera.yml in 6.2 GA.
