Contribute Windup rules in order to assist customers planning migrations from EPP 5 to JPP 6.

Pull Request was submitted, and would be incorporated into the next release of Windup:

In scope of this work was rules that could be written based on our examples for EPP5 deployed on JPP 6. As such, we would need some feedback from the team on the field, specially when they detect a scenario that could be added as rule to Windup. 

Most of the required steps to migrate from EPP to JPP are actually related to EAP, not Portal, and those were also not in the scope. For the other scenarios (packages that moved, deprecated entries on configuration files, ...) , there are now Windup rules.

Just checking that from a product docs perspective, the Windup tool is internal only, and doesn't require documentation for a public audience?

The windup 0.6.8 downloaded from doesn't contain these rules.

Talked with Ondrej Zizka about it, and it seems that the new version of Windup uses a new syntax for the rules. The "old" rules (ours including) are on the "legacy" repository and will be migrated in the future. For the time being, the best approach is to do what Monika did, which is to copy the Portal specific rules into "rules/base/windup/{java/xml}". So, I'm marking this BZ as modified again, as there's not much we (Portal) can do at this time.
