Description of problem:
Caja-actions tool help gives erroneous error message.

Version-Release number of selected component (if applicable):
The following 3 packages are installed:

How reproducible:

Steps to Reproduce:
1. open caja-actions
2. select HELP / Contents
3. "Document Not Found" error box pops up (FIRST ERROR).
4.  click on "Search for packages containing this document"

Actual results:

You do not have PackageKit. Package install links require PackageKit.

However, PackageKit IS installed.

Document Not Found
The URI ‘ghelp:caja-actions-config-tool’ does not point to a valid page.
Search for packages containing this document.

Expected results:

View caja-actions help manual.
