Description of problem:
Internal IT users, those with "Red Hat Employee" checked in their user profile,
automatically have global read permissions in IT. This privilege only acts on
internal users, so it's no longer needed as these users already have global read.

Steps to Reproduce:
1. Log in to IT as an RH employee
2. Go to Groups > (group name) > Privileges
3. Observer the "Should users in this group be able to see all groups and all
issues?" privilege.
  
Actual results:
Unneeded privilege exists.

Expected results:
Unneeded privileges should be removed.
