rpm-spec-mode.el 0.12.1x is available from XEmacs CVS, containing only one nice
improvement to rpm-increase-release-tag; should be a trivial one to get into F9.

I'm forking from XEmacs rpm-spec-mode ... I think in GNU emacs it's better to
use a real compilation mode.
