Description of problem:

Recently in Rocky, Glance has added multiple backend as a EXPERIMENTAL feature. This way opearator can configure more than one of similar or different kind of backends and use one as a default backend. If backend is not specified at the time of uploading the image then the image will be stored in default backend.

In case of nova snapshot if multiple backend is configured then the snapshot image will be uploaded to default backend. This will not cause any issue unless nova is using ceph backend and glance has ceph backend as well but default backend is not ceph. This will affect nova's ability to use ceph backend for uploading snapshots in more efficient way. Same will be applicable to backup API.
