Description of problem: The Access Control accordion isn't automatically refreshed when a new RBAC item is created. 

The RBAC item is created successfully but it's not visible in the accordion until a manual refresh. This is an inconvenience for the user and QE.


How reproducible: 100%

Steps to Reproduce:
1. Navigate to Configuration -> Access Control -> User (--OR-- Group --OR-- Role)
2. Create and save new User

Actual results: The new user is not visible in the accordion

Expected results: The accordion refreshes upon clicking save and the new user is visible in the accordion
