Repeated SSL error during QCI install of RHV 4 self-hosted

1. Install/configure QCI
2. Deploy RHV self-hosted
3. On self-hosted system: systemctl status vdsmd

Reproducibility: believe 100% for self-hosted.  Possibly for all deployments
